Gather two teacups and two saucers of varying sizes (one larger set for the bottom, one smaller set for the top).
Invert a small ceramic glass or empty glass candle jar, gluing its base to the center of the bottom saucer to act as a sturdy central pillar.
Glue the second (smaller) saucer onto the top of the glass pillar.
Mount an upright teacup on the top saucer and a sideways teacup on the bottom saucer using E6000 adhesive.
Thread heavy-duty hanging chains through the top cup handle. Fill the top cup with fresh water as a bird drink station and the lower saucer with suet nuggets or mealworms.
