1. Take a round wooden or metal hoop (such as a metal embroidery hoop or small wagon wheel frame) and spray paint it with rust-resistant outdoor paint.
  2. Glue three matching teacups upright onto their respective saucers.
  3. Drill three evenly spaced small holes through the outer edges of the wooden hoop using a tile drill bit.
  4. Attach three equal lengths of lightweight copper chain from the hoop down to the handles and saucers of the three teacup sets.
  5. Join the top chains at a central carabiner ring and hang the cluster from a sturdy pergola beam or thick tree branch.
